A standoff is occurring in the US between banks, who are migrating credit cards to the new "contactless" NFC Near Field passive RFID ISO 14443, and ISO 15693 Security specification, and the mass transit operators, who would like access to the memory resources on the NFC smartcard or mobile phone but who installed earlier proprietary versions of NXP technology.

EMVCo, owned by American Express, JCB, MasterCard and Visa, manages, maintains and enhances the EMV Integrated Circuit Card Specifications to ensure global interoperability of chip-based payment cards with acceptance devices including point of sale terminals and ATMs.

Accomodation of the transit operator requirement for "scratch pad" memory access to carry outstanding transit subscription balances is needed. Open to suggestions as to how best to resolve.
