Mobile web is tough to master because mobile screens are small, time on sites is lower per instance than on desktop, frequency can be higher or lower, UI is constrained & fragmented by browsers, features need to be useful and content needs the ability to be time-shifted and sent from mobile out to desktop, TV, or even outdoor print/billboards for participation in interactive media. Also, web publishers often sit in countries where mobile behavior is less sophisticated than in developing world.
