            I was amazed at the work that must have gone into this project. But it is such a universal phenomena. This must be product of a doctoral dissertation on urban behavior or something.

              or - if online - the true strays are when te teenagers got caught, the false strays are when the wannabe hackers got cught, the ones underwater are when the real hackers got caught :)

                From personal experience, I can say that our local homeless citizens seem to be able to get shopping carts to locations far removed from their sources, thanks to our wonderful bike paths. Apparently, dead-heading carts back to their sources is deemed inefficient;-)

                  Too bad there isn't some kind of recovery service like they have for baggage carts at the airport. Deposit $1 to get a cart, return it and get your dollar back. Or be a store loyalty card holder and use the cart for free after swiping your card. If you don't return the cart to the corral, you lose your deposit, or you get a nasty letter in your next coupon mailer.

                  Then your local homeless citizens would have a steady income stream when they pick up and return those carts. And you'd be able to ride your cart-free pathways, or at least learn to get out of the way when that weaving old geezer is meandering his cart back to Kmart.

                    I know a guy hear who does advocacy for the homeless, among many other good deeds. I will suggest your idea to him. And actually they don't usually leave them on the bike path. They usually park them in the underbrush or sink them in the creek.
