City of Colorado Springs - Public Meetings Set For November 12, 2009
Description
Due to an unprecedented budget shortfall, the City of Colorado Springs is proposing additional cuts to Mountain Metro fixed-route bus service, Metro Mobility ADA paratransit service, and the elimination of FrontRange Express (FREX) commuter bus service.

Based on the direction Mountain Metropolitan Transit is given within the revised budget, the following changes may become effective January 1, 2010:

1. Eliminate all evening and weekend service.
2. Eliminate Route 30-Fort Carson
3. Eliminate Route 31-Fountain (contingent on funding by City of Fountain)
4. Eliminate all Schriever Express Routes
5. Eliminate all FREX service (PPRTA funded)

Paratransit services reduced commensurate with reductions in fixed-route service.

Mountain Metropolitan Transit will host a series of public meetings to inform the public of proposed changes at the following:

      Note: paratransit service is required by the Americans with Disabilities Act as a complement to fixed route transit service. Paratransit service is required to provide service comparable to the fixed route service. In general terms this means that partransit service must be available for eligible individuals during hours and in the geographic service area of fixed route systems. see: http://www.adata.org/adaportal/Transportation/DOT_TAM/Part_37_F_37_121.html

        What does ADA require if transit is only available by calling for pickups -- ie, no fixed routes schedule?

          If a public entity offers a demand responsive transportation service, the vehicles must be accessible to and usable by people with disabilities, including people who use wheelchairs, and the service when must be equal for people with disabilities to that offered to the general public, with regard to service criteria such as hours of service, geographical area of service, etc. See: http://www.adata.org/adaportal/Transportation/DOT_TAM/Part_37_E_37_105.html
          Generally, the way I explain "non-discriminatory" is: if everyone has access to buses that show up late or not at all, for reserved rides, that only go to certain locations on Monday/Wednesday/Friday, and only operate from 10am to 4pm... or there's no public transit at all, and people with disabilities have access to the same crappy service it's non-discriminatory.
