      Here is a man trying to work his way out of the streets... and all the government can do is knock him down? I understand there are laws and permit requirements, etc. What I don't understand is kicking a man when he's down already. What good does it make by trying to put the man out of business when he is trying to clean up his life. Isn't that what they want from all their homeless? Don't they want them to get off the street?
