      The Paperwork Reduction Act of 1995 requires agencies to inform applicants of the burden required to comply. According the the Bureau of Land Management, the burden averages 30 minutes per response, including the time for reviewing instructions, gathering and maintaining data, and completing and reviewing the form. Ha, the event Operating Plan must take hundreds of hours!
