Learning through E-networks and Related M&E Issues

This paper aims to assess different types of learning that can be mediated by various E-network functions, in order to suggest ways forward for two latinamerican rural networks, Grupo Chorlaví and FIDAMERICA.
The main question that we address in this paper is ‘How can regional E-mediated networks that aim to provide a learning platform know whether they are making a contribute to the learning of the network members?”.
After describing the specific, we discuss learning theory and its relevance to E-networks. From this we suggest four levels of learning that can be achieved through eight functions that E-networks offer. We focus in particular on what is needed for action learning to be possible, as this is where a frontier lies for E-mediated networks. The paper concludes with ideas for undertaking monitoring and evaluation (M&E) of E-networks that aim to serve rural populations and their organisations. Critical M&E that focuses on the learning impact of networks is needed to assess if this new trend of investment in rural development-focused Internet exchanges are worthwhile.
