Richard Milazzo began his publishing career as the editor and co-publisher of Out of London Press in the 1970’s. Among other books, he collaborated on the English translation and facsimile edition of Pontormo’s Diary. In 1981 he co-edited La rosa disabitata 1960-1980 for Feltrinelli, one of the first anthologies to document the post-Gertrude Stein language-based writing movement in America.

In the 1980s he achieved notoriety internationally as half of the art curatorial team Collins & Milazzo. Their curatorial work emphasized a new theoretical-based conceptual art (neo-conceptual art) situated within postmodernism. They brought to prominence a whole new generation of artists, among them Ross Bleckner, James Welling, Richard Prince, Peter Nagy, Allan McCollum, Peter Halley, Jonathan Lasker, Haim Steinbach, Annette Lemieux, Jeff Koons, Phillip Taaffe, Robert Gober, Not Vital, Saint Clair Cemin, Sal Scarpitta, Meg Webster and Vik Muniz. They advanced their ideas for a radical art of the 80's in opposition to neo-expressionism and picture theory art with complex essays, by publishing Effects: Magazine for New Art Theory from their East Village (Manhattan) apartment (1982-1984), and curating extensively the work of artists that interested them. Among the many publications during those years were Radical Consumption and the New Poverty (New Observations, 1987); Art at the End of the Social (The Rooseum, Malmö, 1988); and Hyperframes: A Post-Appropriation Discourse in Art, the lectures they delivered as Senior Critics at Yale University in 1988 and 1989.
