Uniformed police officers have flooded New York City's Penn Station, home to the Long Island Rail Road, following a warning from the FBI of a "plausible but unsubstantiated" threat of a terrorist bomb attack against the system during the holidays. Law enforcement officials say the plot involved a "Madrid-like attack," a reference to the synchronized bombing of the commuter rail system in Spain in March 2004 that killed 191 people.

Was Mumbai (Bombay) India a secondary target due to the FBI discovery and warning for New York City? Or was Mumbai just the first (next) city that will be targeted in this manner? Of course, we don't yet know by whom the Mumbai attacks were perpetrated (Islamists? Hindu extremist? Tamil Tigers? Assamese separatists? even some new agency?).

Is there any way to root out this cancer without also excising innocents? Must the lessons and horrors of "pax Romanus" style "pacification" point to the only solution? While one might reduce "popular support" for such acts through compassion, peace and beneficence, will the truly "mad dogs" of human venality (having whatever reasons, purposes, excuses) ever be something we can expunge?
